Abstract
The current state of residential construction in Ukraine is characterized by a combination of conflicting trends that determine the growing role of state regulation in this area. On the one hand, residential construction performs a strategic function of ensuring socio-economic stability, affecting the standard of living of the population, the dynamics of investment activity, and the development of the domestic market. On the other hand, military actions, macroeconomic instability, destruction of infrastructure, and limited financial resources create multidimensional risks that make it impossible for the market to function effectively without institutional intervention by the state. The purpose of this article is to reveal the mechanisms of state regulation of housing construction in Ukraine, analyse the regulatory framework and economic factors that determine the stability and recovery potential of the industry, and propose a scientifically based system of measures to improve regulatory policy. The study uses a set of methods: analysis and synthesis to generalize theoretical approaches to state regulation of the housing sector; the comparative method to compare domestic and European practices; statistical analysis to assess the dynamics of key indicators of the construction sector in 2020–2024; and a systematic approach to integrate the results into a conceptual model of regulatory impact. The results of the study showed that, despite the existence of a ramified regulatory framework, the housing construction industry is characterized by fragmented regulatory instruments, excessive barriers in licensing procedures, high transaction costs, and unequal access to housing. At the same time, promising areas for strengthening regulation have been identified: digitization of management procedures, adaptation of state building codes to EU standards, development of financial and credit mechanisms with the involvement of international institutions, and a focus on energy efficiency and social justice in reconstruction policy. It has been proven that an effective system of state regulation should be based on a comprehensive combination of organizational, financial, regulatory, institutional, and social incentive measures.
